What is the Long-Term Social Visit Pass Scheme for Sentosa Cove and how does one qualify for it?
The Long-Term Social Visit Pass (LTSVP) Scheme for Sentosa Cove is a scheme
which is administered by Sentosa Cove Pte Ltd (SCPL), on behalf of and as agent for
Sentosa Development Corporation. The objective is to facilitate foreign individuals and
their families to reside in Sentosa Cove. It offers the ease of entry into Singapore.
To qualify for the LTSVP Scheme, applicants need to own at least one restricted
residential property (comprising of either land only or land with building) at Sentosa
Cove, Singapore for the purpose of owner-occupation (i.e. no rental is permitted).
When was the LTSVP Scheme for Sentosa Cove implemented?
The LTSVP Scheme was implemented on 1 July 2006.
How does one apply under the LTSVP Scheme?
Applicants can collect an application set, comprising of the application forms - Form 14 and Form V39 (for non-Malaysians only), the Terms and Conditions, and the Questions and Answers of the LTSVP Scheme, from SCPL. Additional copies of the application
form can be downloaded from the ICA’s website at http://www.ica.gov.sg.
The applicant is required to submit his completed application form, together with the undertaking between applicant and SCPL (Annex A) and 2 photocopies each of his passport and the local sponsor’s identity card to SCPL. The applicant is also required to bring along his original document(s) for verification by SCPL staff. SCPL will then submit all documents to ICA for processing.
How long does the application process take?
The processing time for an application is about 1 month. ICA will also issue a letter to inform the local sponsor on the outcome of the application.
How long will the LTSVP be valid? Is the LTSVP renewable upon expiry?
The LTSVP will be valid for a period of up to 3 years on first application for Senotsa Cove restricted residential property owners. The LTSVP will remain valid as long as the applicant maintains owner-occupier status of his Sentosa Cove restricted residential property and is not in breach of the terms and conditions of the Long-Term Social Visit Pass Scheme Terms and Conditions.
The LTSVP is renewable upon expiry. The validity of such renewal may be extended up to 5 years, subject to the discretion and approval of ICA. Applications for renewal should be submitted through SCPL. Please refer to Q3 on the documents to be submitted.
Are the family members of the applicant eligible for the LTSVP Scheme too?
Yes. The applicant’s family, comprising spouse, unmarried children (both minor and adult), parents and parents-in-law are eligible to apply for the LTSVP Scheme in separate applications. Documentary evidence (such as marriage certificate, birth certificate of children etc.) must be produced to establish the relationship between the main applicant, his spouse, children, parents and parents-in-law.
Is there a minimum retention period of the Sentosa Cove restricted residential property for the grant of the LTSVP?
No. There is no required retention period of the Sentosa Cove restricted residential property for the grant of the LTSVP. However, the LTSVPs of the applicant and his family may be cancelled upon the disposal* of the Sentosa Cove restricted residential property.
Would ownership of other real estate property in Singapore qualify the owner under the LTSVP Scheme?
Sentosa Cove, a unique waterfront residential development located on an offshore island, was reclaimed for the purpose of complementing our overall efforts of attracting international talent and high net-worth persons to Singapore. For this reason, foreign
owners of Sentosa Cove restricted residential properties are eligible for the LTSVP Scheme to facilitate their stay in Singapore. This does not apply to other real estate properties in Singapore.
When can an owner of a Sentosa Cove Restricted Residential Property apply for the LTSVP Scheme?
The applicant can apply for the LTSVP Scheme once they have contracted to purchase a restricted residential property at Sentosa Cove. However, the LTSVPs are granted only after the Sentosa Cove restricted residential property is completed (i.e. Temporary
Occupation Permit is obtained).
Before the date of TOP, the owner can still be allowed to enter Singapore on a short term visit pass. If the owner requires an entry visa, he can apply to ICA accompanied by a letter of support from SCPL for a multiple-journey visa (MJV) to facilitate his entry into Singapore. The MJV is for the purpose of facilitating entry into Singapore without the need to apply for a visa each time the owner wishes to enter Singapore, during the validity of the MJV. The application for MJV is subject to the final assessment and approval of ICA and the validity period of the MJV issued will be determined by ICA.
Can the applicant rent out his Sentosa Cove restricted residential property on a long term or short term basis?
The restricted residential property must be owner-occupied, i.e. not rented out. This condition is already imposed on all foreigners buying restricted residential properties in Sentosa Cove by the Controller of Residential Property. Non-compliance may result in the cancellation of the LTSVP as well as other action by the relevant authorities.
What will happen to the applicant’s LTSVP if he disposes* of his Sentosa Cove restricted residential property?
The disposal of the applicant’s Sentosa Cove restricted residential property may result in the cancellation of the applicant’s and his family members’ long-term social visit passes.
The applicant is required to notify SCPL within 7 working days of such disposal of the Sentosa Cove restricted residential property. SCPL will in turn notify ICA. The applicant is also required to submit to ICA his and his accompanying family members’ Disembarkation/Embarkation (DE) card(s) and passport(s) for cancellation of his and their LTSVPs within 7 working days of the disposal of the Sentosa Cove restricted residential property.
Should the applicant or any of his accompanying family members under the LTSVP Scheme commit an offence and is convicted, or contravene any of the conditions tied to the issuance of his LTSVP, will his or their LTSVP(s) be cancelled?
If the applicant (i.e. the owner of the Sentosa Cove restricted residential property) commits an offence and is convicted, or contravenes any of the conditions tied to the issuance of his LTSVP, his LTSVP will be cancelled and he may be deported from Singapore and barred from entry subsequently. As his accompanying family members’ LTSVPs are tied to that of the main applicant, their LTSVPs will similarly be cancelled.
However, should any of the applicant’s accompanying family members commits an offence and is convicted, or contravenes any of the conditions tied to the issuance of his LTSVP, the LTSVP of the main applicant will remain unaffected even if the LTSVP of his accompanying family member(s) is/are cancelled.
* Disposal refers to any sale, sublease, disposition, demise, charge or assignment of any part of
the Sentosa Cove Restricted Residential Property
